The Assembly has passed an act for Automation of Revenue Collection and to curb revenue theft

A Bill for Automation and Closure of Gaps in Revenue Collection
Since the inception of the Murang’a County Government in 2013, average collection of revenue has been Kshs. 580 million against a targeted Kshs. 1 billion, translating to only 58% of the annual local revenue targets. The County Assembly, through the finance and implementation committees, abreast with the dire need to boost the County’s local revenue dispatched a delegation to Rwanda to learn the best practices in revenue collection systems and controls. The Committees’ benchmarking report identified lack of a comprehensive legal framework for collection and management of revenue in the county as a key impediment to realization of targeted revenue collection, as the existing legal frameworks for collection of revenue exists separately, each providing its own enforcement mechanisms. This has resulted to multiplicity of levies, legal and institutional overlaps.
In line with directives from the controller of budget that directed County Governments to automate their revenue collection systems, and, the increased calls for self-sustenance of county governments, “The Murang’a County Revenue Collection and Management Act” will provide for an automated revenue collection system that will enhance accountability and sustainability.
I believe that this legislation is long overdue and urge the residents of Murang’a and other relevant stakeholders to submit any views they may have for implementation of an automated revenue collection system. Presently, the county government collects its revenue manually.
