In accordance with the County Assembly Standing Orders, there shall be a panel to be known as the Speaker's Panel which shall comprise of the Deputy Speaker and not more than four members and who shall be entitled to exercise all the powers vested in the Chairperson of Committees except as chairperson of Liaison Committee.
